Check the grounding of the blower motor it's self. Gm had a small issue with the blower motor loosing it's ground. Run a test ground wire from the battery to the blower motor. If this doesn't help, replace motor.

If a/c compr engauges, with switch on, but just don't blow air, relay is ok, check voltage at blower motor with test light, blower motor is under dash on passenger side, if you have voltage there, replace blower motor assembly.

Yes, the motor may have a dead spot on the commutator. If going over a bump or hitting it makes it go, then replace the motor. I have pasted instructions below. Please let me know if you have more questions, and thanks for using FixYa.

REMOVAL & INSTALLATION
See Figure 1
The blower motor and fan is mounted in the bottom of the heater case. Depending on model and equipment, it may be possible to remove the blower without removing the heater case. If there is insufficient clearance below the case to get the motor and fan free, the case must be removed.

  1. On Land Cruisers with the 1FZ-FE engine you may need to remove the right side scuff plate to gain access to the motor. Remove the linkage on the lower cover, then remove the cover while pushing the locking protrusion.
  2. Disconnect the electrical harness from the blower motor.
  3. Disconnect the ductwork from the casing if it will interfere with motor removal. The motor may have a smaller, flexible air exchange hose on it; remove it.

  1. Remove the blower motor fasteners and lower the blower motor out of the heater case.

To install:
  1. Install the motor into the inlet duct. Be sure to position the motor so that the flexible tube can be attached to the motor and connect it. Install or connect any ductwork removed from the heater case.
  2. Connect the electrical lead.
  3. On the 1FZ-FE Land Cruisers, attach the lower cover, linkage and scuff plate.
  4. Check the coolant level, add if necessary. Run the heater and check for any leaks.

No, it is more likely a bad blower resister. That's located in the housing, next to the blower motor so you will have to remove the trim to uncover the unit.

1989 Suburban A/C blower problem

check the switch to be sure there is power goin to it and out of it. there is a high speed fan relay that usually controls all speeds. it will be under dash on right side probably on ac/heater box when u find it inspect wiring and connector

Water leaking in blower motor

pull the plastic grate cover off the cowl at heater AC outside air intake at the base of the windshield and check to see that the cowl drains are not plugged with leafs or other debris, this is the common cause, if the drains are clear seal around the cowl air intake with automotive silicone caulking.
