Often when you unplug the connector under the seat, the seat activator can be disabled...and doing that sometimes means the car will no longer start. With most airbag problems, it is better to go to the dealer or mechanic to have them disable the airbag. The buzzer can sometimes be unplugged (follow the sound under the dash), and it can also means the car wont start for you.

SOURCE: where is the airbags sensor located on a 1999
SRS sensors are located under hood in engine compartment. They're bright orange/red and are cylindrical in shape. If your SRS lights are on, you need a special reset tool (very expensive tool) to reset. Any good shop including body shops have SRS reset tools and can reset your lights.
SOURCE: What's the airbag code 42 on a 2003 grand Marquis?
With this code you are more then likely looking at an open or shorted circuit in your wiring. In most cases it's not a sensor. There are 34 separate tests dealing with just wiring, checking resistance and voltage in order to diagnose this properly. Below is a description which may not help much but this is what it means. VERY detailed work in diagnosing this problem and knowing wiring is a must to be able to diagnose. You may want to try cleaning and checking all the plugs at the sensors as the open circuit could be right at a plug or splice. Wish I could be more help....

Pressure in the cooling system from somewhere. May be blown head gasket if it is bogging out on you.
SOURCE: 2001 grand marquis airbag light came on when car got wet
It's an American car, so it doesn't like to get wet per se. Dry it out and if the issue doesn't persist, then consider it fixed.
