what year ? backfires from an EFI engine are not good signs (ussually means timming issue). Carburated engines on the other hand are more likely to backfire when left sitting for long preiods.

Backfire is usually a timing issue so if it isn't happening at idle and the timing is correct at idle when set according to spec then the problem is the vacuum advance not functioning correctly.
Sounds like my old 77 F250. If the Van has a carburator then your carb's choke is not working properly. Suggest installing hand choke to your carburator. Then you can control your carbs choke by hand.
