You will need a short circuit finder tool and they are cheap. Then go to youtube and watch a video on finding a short circuit on autos.
There are too many possible issues to say what is the culprit. A second way to find what circuit is involved is to put inline fuses in every branching of that circuit.
A new sterio or amp install can also be responsible if such modifications were done recently.

I a 1995 dodge ram 1500, I just replaced the fuel pump, and battery cable to the starter. Now here's my question every time I turn the key to the on position tying to start it it blows the 10amp mini fuse...

I would check your wiring that goes to that fuse cause it's currently getting to many amps going through it causing it to blow. Something is sending to many volts through the wires that lead to that fuse. Recheck the wiring you've already done and make sure you didn't disturb any other wires in the process

Check your tail light fuse, on the dodge ram the dash lights and tail lights use the same fuse so if the tail light fuse blows your dash lights will go out to alert you of no tail lights.

It can be not enough coolant. Check the coolant level. Also the regulator can be at the position than car takes air form outside not inside. Have it checked too.
