Check and make sure that you have a good ground for the motor as this circuit works of a ground instead of the usual positive. If you have a bad groung then you will not have any blower motor operation at all

The resistor is blowing because the fan motor is pulling too much current. This happens when the fan has a hard time turning due to dirt on its bearings or a damaged motor. You will have to remove the fan motor and clean out and grease the bearing. As for a damaged motor it cannot be repaired and must be replaced. Try cleaning it out first. If you have a soldering iron handy you may try resoldering the resistor depending on where the damage is. If the resistor itself is split then this will not help but if its at the soldered joint on the card it can be soldered and you wont need to replace it.
