Its just a speed reminder. You somehow pressed one of those buttons on the cluster and activated it. You'll have to hold a button down to turn off but which one I don't recall.

2005 ford free star warning lights

Is this one of the 3 lights in the lowest corner of the display? These 3 lights are for the 3 following functions.
-(Top lamp). Speed limiter Light.
-(Bottom left lamp). Trans Axle warning light.
-(Bottom right lamp). Oil Pressure Warning light.
This sounds like it could be the speed limiter. Check for any switches on the dashboard and the steering column for switches with the same logo as the speed limiter light as this can flash to show it is active.
The Trans Axle warning is the systems electronics showing there is a possible issue with the transmission.
The Oil Pressure light shows there is an issue with the oil system such as low oil or low oil pressure in the engine.
You will often find the Trans axle and Oil warning lights usually don't flash.

In my 2006 ford fusion 2.3L whenever I put my key in the ignition and turn it a weird solid ringing sound start and stops 5 seconds later hat could it be?

Not surprisingly, many others have experienced problems with the ignition switch on this car. Historically, it is not a sound, but that the key is stuck in the ignition. http://repairpal.com/key-will-not-come-out-of-ignition-570 Your problem sounds different, but it may be related. Although I do not recommend the fix in the link above, it is possible the previous owner of your car did perform this fix and it has resulted in the problem you now have. My better guess is that the chime/buzzer has failed due to moisture or dirt and is no longer producing the sound that it should, but instead is altered to the ringing you describe.To disable follow these instructions:

1. Turn the ignition switch to the RUN (or ON) position. (DO NOT
START THE ENGINE)
2. Wait until the safety belt warning light turns off. (Approximately 1
minute)
Step 3 must be completed within 50 seconds after the safety belt
warning light turns off.
3. For the seating position being disabled, at a moderate speed, buckle
then unbuckle the safety belt 9 times, ending in the unbuckled state.
(Step 3 must be completed within 50 seconds after the safety belt
warning light turns off.)
After Step 3, the safety belt warning light will be turned on for three
seconds.
4. Within 10 seconds of the light turning on, at a moderate speed, buckle
then unbuckle the safety belt.
This will disable the BeltMinder feature for that seating position if it
is currently enabled. As confirmation, the safety belt warning light will
flash 4 times per second for 3 seconds.
This will enable the BeltMinder feature for that seating position if it
is currently disabled. As confirmation, the safety belt warning light will
flash 4 times per second for 3 seconds, followed by 3 seconds with the
light off, then followed by the safety belt warning light flashing 4 times
per second for 3 seconds again.

Where the fuse box to a 88 ford thunder bird 5.0 liter

The fuse panel is located underneath the dash, to the left of the steering column, next to the emergency brake pedal. You need to remove the under-dash insulation to access some parts of the fuse panel.

Brake lights inop on my 88 T-bird

Check your brake light switch. If your car has cruse control, set it at a safe speed and step lightly on the brake pedal and release. If it doesnt disengage then brake light switch is bad.
