How do check if speed sensor bad on 93 Buick roadmaster

An ohm meter can check it. It has to within a specific range( I don't know the numbers), But it should be low, under 40 ohms. If it doesn't read any numbers or 0 ohms, it is bad.

93 Buick roadmaster, replaced speed sensor already, car still did same thing

Erratic Speedometer action could be an internal transmission problem. Check the Instrument cluster, vehicle speed buffer and recheck the speed sensor, look at the drive gear inside.

Location of efi coolant temperature sensor

The Roadmaster uses the same engine layout as the Caprice. According to autozone.com you should have two sensors near the upper radiator hose outlet on the intake. One is a single wire sensor for the temp gauge, the other should be a two wire sensor for the ECM.
You might want to get a new sensor and look for it around the thermostat housing.

96 Buick Roadmaster running lean.

That is an oxygen sensor, these sensors send a signal to the computor to adjust the rich/lean fuel mixture.
When a code comes up for them, they generally need replacing.

Can you tell me where my oil filter is located on my 96 buick roadmaster

From under the car, it's located on the passenger side of the motor.
It is straight up and down (well close, therre is a slight angle) towards the back of the block.
