If it is not moving but the motor is running then the gears are stripped or the cable is broken . Have it fixed and if you still hate the car then sell it ( you will get more money if the roof works properly)
If your e36 has tilt option,PRESS AND HOLD TILT
Watch sunroof when it tilts wait untill it lifts a further half inch

that doesnt sound right, they should be carrying parts for at least 20 years worth of vehicles. try another dealer. you should be able to give them your vin and they should be able to produce some keys and key fobs.
check for any obstructing rain/weather strips along the short sides of the sun roof that may be obstructing the glass, another test you can do is where the sunroof switch is located there is a greater piece of the headliner that you can pry off. there you will see the motor of the sunroof. Use a 7mm alan tool to manually open the sunroof so you can observe any obstructions.
Actuator about to go out, cost about 600 dollars, have done it a least once on all windows and twice on the back ones,very common problem and happens a lot on BMWs.
POSSIBLE SOLUTION!! There's a seperate Tilt button and a seperate Open/Close button. Hold the Tilt buton up and the Open/Close button up at the same time WHILE THE CAR IS ON. And then turn your car off while still holding the buttons. Then turn your car back on and it should work like brand new again. This re-programs the sunroof.

I too love the Beems, have had 1600's, 2002's, a 2002tii(!!!), 320's, and even had a gray market 635 (WOW!).
I believe the sunroof crank attaches like the window cranks... that is there is an outside covering over a metal crank arm that can be pulled away from the metal exposing a hole where an attachment screw fits through it into the sunroof crank splined shaft center.
