Buzzer will just start up so will flasher... have tried buckling all seat belts in van,, with no bodies but driver
Look for garbage in the drivers seat buckle.
Make sure there is no heavy weight in the passenger seat.
You likely need a seat buckle, but could be wiring.

try a local wrecking yard most all years fit up to 2000

well make sure you are using the right buckle for each seat some cars have matching buckles.If this dosent work you will need to buy a new one.

The new seat belt guides will have a **** in them that allows you to put the belt through it. If it's a used guide taken off another car it may not have the ****.

There is a recall on this problem, so best thing to do is go to the GM dealer and have the seat belt replaced for free under the recall notice. Good luck and hope this helps. May have folded when recoiling. You won't really know if it can be fixed until you see whats the matter with it. My advice is remove it pull the belt until it stops examine the belt if it is folded you should be able to correct it. If their is a problem with the mecanism then you would be better to replace is. These things are sensitive and it's probably just worn out.
