If possible, pull the horn relay, use jumper wire on switch side of relay, right side in diagram. If the horn sounds, it's not the fuse. Sometimes these diagrams don't post, for some reason? good luck
There isn't a fuse. Just a relay. Either the relay is dead ( not likely) the horn is dead ( most likely cause) Or the steering electrics is bad. ( most likely on this is the plastic piece inside the steering wheel has broke)
Sounds like the horn itself is shorted out. You didn't mention if the blown fuses were a result of using the horn. A horn in construction is an electromagnet acting on a diaphram; if the electromagnet develops a short, it causes an overcurrent condition and will blow the fuse.
The horn pad is made of vinyl which contracts through the four seasons causing this problem for some. Remove the horn pad with the battery disconnected first of all. Use a jumper wire to see if the horn works. If id does check the horn relay next. If ok hot wire the horn direct. One should be your problem or it is a broken wire instead
check at horn to see if you have power if not check fuse if you do replace horn. some one will have to push on steeer wheel horn button while horn is tested.
