Well, being a 1995 you could have an OBD I or and OBD II system. If it is an OBD I you can get the check engine light to flash your codes by installing a jumper wire between terminal "A" and "B" in the ALDL plug. If you have an OBD II system you will need a scan tool hooked to the ALDL plug.
its and DLC jack, for scan tools .
in USA, can answer until that is answered
oBD2 is usa, OBD is diff. all over the world.
if by chance the car is USA spec, car its, usually 1 meter from
center of steering wheel. or a yard.
the FSM states. (USA)
The 16-pin OBD-II compliant DLC is an electrical connector with a gray housing located under the dash behind the center console on the driver's side of the vehicle.
1994-1995 was a transition year for car makers with the OBD system. You can do an internet search for each style plug and see which one you have. The scanner will not connect to the wrong plug. The OBD2 style is tapered on each side. The plug is under the steering column.
OBD plug in is all ways under the dash board near to fuse box, stirring wheel shaft ,glove box site panel or under plastic cover of dash board assembly. Has black or brown colour and has 2 lines with 8 holes for the scanner sum old models they don't have plug in.

flyersqod, I believe that you have an OBD II code reader which is what is being sold to the public. OBD II starts with vehicles that were manufactured in 1996 and later and it mandated that all vehicles have a universal plug-in adapter to accommodate the scanners. Pre-1996 vehicles had a different plug-in for their respective makes. GM, Ford and Chrysler as well as all the foreign models all had different plug-ins. This is the case with your 1993 Town Car. The plug-in for your vehicle is located in the engine compartment and has two plugs on it. This cannot be accessed by an OBD II reader. If you want your vehicle scanned you will have to take it somewhere that has an OBD I scanner. Good luck with this.
Here is a photo of the obd connector on a 1993 Isuzu Trooper.
The connector is on the transmission hump about 6 inches from the accelerator pedal. It is inside a black hood. Right next to the white OBD connector is an identical green connector that I have not tested.
The OBD port is a white 3 hole plug. Right next to it in the photo is a green 3 hole plug that I believe is for automatic transmission diagnostics. The plug is different from other plugs under the dash as it will not accept a .25" tab connector.
The picture shows a 20 ohm resistor being used to short pin 1 and 3 of the white plug. The resistor is to prevent a melted wire in case the plug shorted is the wrong plug.
To read the error codes from the engine computer, the mechanic is supposed to short pin 1 and pin 3 of the OBD port plug. Then the mechanic turns on the ignition switch and counts flashes of the "check engine" light to determine the error values being reported.
