Fuze looks good, I'd assume the relay is good since I can hear it click, however it is a used car and appears to be an already aftermarket flasher.
What fuse did you check ? My information shows two F2.36 15 amp. an F2.16 in the central junction box. both fuses supply the multifunction switch. Also in the central junction box is A17 electronic flasher module . I would bet that is what the problem Is but without testing I'm just guessing ! Do you own a volt ohm meter ?

The hazzard lights use a different flasher than the turn signals. Are all bulbs stock type and good?

Take the turn signal lever and jiggle it, a lot. If they start working, the switch is bad. You can also turn on the hazards and take hold of the button and push it left , right , forward and back and see if they start working. If so, replace the turn signal/ hazard switch.

try replacing the hazard relay it should be under the dash try turning it on and off with your head down by the floorboard to pinpoint the right relay and the location. you should be able to hear it easily. hope this helps.

Yes, it certainly could be the switches in the windshield wiper stalk off of the steering column.
From day one, my (used 14K) 93 Taurus turn signals worked in some positions of the wiper speed and not in other positions of the wiper speed. Fortunately, they always work when the windshield wipers are off.

It is not the flasher if the hazards work, it is 1 flasher for both turn signals and the hazard lamps. It is in a relay block ( along with the blower motor relay ) under the dash, about in line with the steering wheel column ).
Try tilting the steering wheel all the way up, and test again.
The other quick test is to cycle the hazard switch a few times, to see if it cleans the contacts for the turn signal on the MFS,
