Starter and batteries have been tested they are good
Gas or diesel? does it crank and crank or does it not even turn over?
Check the under hood fuse block/relay box,ive seen these go bad, i see you said starter was checked how was it check .also check to see if getting power to starter when you turn to crank,will have to have friend help you,if the test light lights up,give that starter a big smack with bfh! is there a sercurity light coming on and staying on,if so check your key,it could be worn out.there is a starter relay that controls starting is this a stck or auto,good luck,mike

You said it's a new start that was tested thoroughly, but just wanted to point out that if the drive
mechanism is damaged or hung up, the motor may spin but not crank
the engine.
The drive gear should move
out when the starter starts to spin, if it's locked
up or turns freely either way, the drive is bad and needs to be
replaced.
The other possibility is that the flywheel has some broken or damaged
teeth that are preventing the starter from engaging. It may sound far fetched but there are really only a couple of reasons why the flywheel wouldn't be spinning, as a starter has a LOT of torque and shouldn't have any problem at all moving the flywheel.

Check the large probably 100 amp fuse under the PDC cover. Is this a 12 valve or 24 valve engine? If it's a 12 valve, it may be a bad crank sensor. It tells the PCM to turn on the ASD relay which supplies power to the alternator field.

well you can short over the starter and see if it starts. honestly i would remove the starter and take it to your local autozone. they will check it for free. also check the start solenoid. they have a tendency to cause the same effect.

I had the same problem on a 94 dodge with the cummins. It seems the crank sensor that reads from a notch on the harmonic balancer was the problem Without this sensor reading that the engine is running the alternator wont charge. Possibly the same problem with yours
