It's on top of the fuel pump module in the tank, it is a combination fuel pressure regulator and filter. Change every 100k miles, You do not have to pull out the module, but may have to lower the tank.

Need to locate and change fuel filter 2005 neon
the fuel filter on this and most newer dodges are not serviceable, its inside fuel tank and are only replaced when fuelpump needs replacing, this fuel filter is designed to last the life of the pump,hope this helps.
