Great question, why not use a real scan tool and scan it
the tools is like $10 (ask)
when cold and damp all bad high voltage ignition system fail.
from the tin lizzy 1920s to 2015, (for the same REASON)
but today the scan tool helps you with that.
my guess the car has never been turned up this decade.? like most here?

FAIL EMISSIONS, sure, if the CEL glows running you FAIL.
in every state in USA, you fail; (this is a USA forum)

2003 wrangler with the 2.5L or what engine? 4.0L I-6 (inline 6 banger)
not posting engine and the talking smog is a hopeless to all but
i can wax , physics and laws or Otto Cycle , generic.

the engine will fail smog for many reasons, Ill ;list some.
top fails.

  1. Engine misfires, (50 causes ) top cause bad spark. not ever tuned up. with spark plugs and wires, (P03xx codes)
  2. EVAP , failure, more DTC error codes, scan it.?
  3. Transmission errors (P07xx codes)
  4. Lazy CAT P042x codes.
  5. dead O2 sensors (any) for any reasons.
  6. lots more, but why must i list them if you can just scan it.

post back with facts and we can go as deep down the rabbit hole
and take the red pill (complexity path)
hints

if engine has COPS get new boots,.with spark plugs
if engine has a 4 wire coil pack, get new wires, and dont mix them.
remove 1 by 1. not mixed.
cops are engines with DIS that use, COIL OVER PLUGS>

the boots are cheap the cops not.
so boots we do, (savvy) first.

Oil pressure is high and rpms are low . happened before but check engine light was on then and isnt now. The dealership said that all they did was plug back in a faulty sencer and it ran fine after that..

with it being colder weather unless you live in Equador where it's hot all year round, the oil thickens thus you have good oil pressure, nothing wrong with good oil pressure only if you have no oil pressure. a car with 5w30 in 20*f weather that only gets 35psi in the summer now gets 55 psi in the cold..... now if you have a wrong oil filter that would put it in bypass mode thus giving you 60psi or higher ( i had this happen to me in a used truck ) if the engine isn't knocking i wouldn't worry about it much, a car in cold weather performs better than a car in the hot.

Describe your 1997 Jeep Wrangler 1997 jeep wrangler 4 cyl idle fluctuates 900 rpm to 400 rpm after warmup no service engine light but check guages light comes on momentarily when rpm gets low and oil press...

The check gauges light is normal because at 400 rpm it isn't running fast enough to build sufficient oil pressure. I am guessing maybe a vaccum leak???

97 wrangler oil pressure drops when engine is at idle

check the engine oil level... you could possibly need to replace the oil pump soon... if you do not live in a cold climate i would consider using 30 or 50 weight oil. do NOT use that in a cold climate as the oil is like molasses when it gets cold.
that's only temporary. one other thing to consider is a clogged oil filter... when was the last time it was changed ?
