I have missfire in #4 cylinder 2000 doge neon

I'm not sure that is a valid trouble code for your car. The code for Dodge is for a wastegate solenoid which is normally used on turbo engines.
The miss could be ignition, fuel, or something mechanical.

What else needs to be changed when doing a timing belt on a 1999 honda accord? and about how much should it cost?

Technically, nothing else needs to be changed when replacing a timing belt, however it is recommended or suggested to replace the timing belt tensioner and water pump while doing the belt. These items are only accessable when doing a timing belt. The cost should be under $100.00

How to repace tenison pully

first releave the tension as you normally would by using a breaker bar and socket and move the serpentine belt aside. Then you remove the center bolt on the pulley itself. Install new pulley and replace the serpentine.
