No fuse, it isn't a fusible item, it has no load! Where did you dream up this idea? The ding sound and the flashing light is driven by the BCM based on a simple contact in the catch.

The battery is in the trunk by the spare tire

Not clear on make or model. Generally the tail light assembly is accessible from the trunck. May have to unscrew or remove bracket to gain access. Most lens covers are held in place by series of clips. Carefully remove clips and the existing lens should come out. May need second person to position replacement lens cover from outside while you secure from inside trunck.

what does the light look like?

Generally, the cover, lens, and reflector assembly are all one piece (glued together) and you must replace the entire assembly. I would check with an auto recycler (junkyard) for this, as I'm sure the dealer wants a small fortune for it.
If you open the trunk and (if needed) remove the liner, as if you are going to replace the bulbs, you will be able to see the fasteners around the perimeter of the reflector. They may be screws, they may be some kind of clip or push-pull fastener, depends on the model. Remove all the bulb sockets (label them for the correct position) then remove the fasteners, remove the lens assembly (usually pushes out toward the back of the car), then reverse to install the new one.
You may need some sealant around the perimeter of the lens assembly (to keep water out of the trunk), you can use kitchen and bath silicone caulk.

I have looked over the book, the only thing I could find that affects both of these systems is the "Anti-lock brake module". Doesn't look to be to big of a job, however it appears that this will be a dealer purchased part. I do not guarantee that is the problem, if possible you may want to have your local auto parts store hook it up to an OBD2 reader, with electrical systems this should quickly pinpoint the problem. Be aware their are two different types of modules on these cars (one per car), if you decide to purchase this, ensure they give you the correct part.
