SOURCE: My 1998 Toyota RAV4 horn stopped working after a hard honking.

Check the wires are connect to the horn properly and not worked loose, if they are ok then you need a new horn,

save yourself the hassle , buy yourself a momentary 12volt switch drill a nice clean hole on your driversside dash and re-wire your horn to it, all the screwing around you'll do to figure out why toyota makes cheesy horn contacts you could have your problem fixed..



on one side of the switch you should run a wire that is a 12volt switched +
on the other side I would run another side run a new power wire to your horn
leave your horns stock ground and just replace the HOTLINE ..

you could even go as far as installing a la cou ca racha horn to bring back that 70's Lowrider feel lol

The metal plate in reference above has small copper contacts. If they do not meet the horn will not work. We used a dremel on ALL of the contact point and it made no difference, the horn still only works about 5% of the time. After a whole lot of testing (I have the same issue with my 2000 Toyota Sienna) we found that the ground is weak, too weak for the relay most times. At this point I am going to run an alternate ground by "borrowing" the wire for the mute button for audio controls through the clock spring. The existing ground connects to the steering column. Before we discovered this I spent $285 on a new clock spring :(

there could be a horn relay bad, if your car is so equiped or the horn button could be bad. wiring could be bad or the horn itself. if you can jumper 12 volts from the battery to the horn, you can eliminate the horn.

last time i looked horn was on the lower front cross panel under the radiator.....BUT has been known to be above rather than under.....

Get a volt meter and test the wires to see if you have voltage there are is a smal screw on the horn and that adjust the tone you have to ask sombody to help you or turn the scw a little and try the button ansee what sound you get if it is worse turn the screw the other way.

Go to the horn and have someone press the horn button, does the horn electrical connector get 12 volts to it with the button pressed? If yes the horn is defective, if no you have a defective ribbon contact clock spring contact under the steering wheel which is the most common problem.

I have a 1995 Toyota Rav4 Jeep that the horn does not blow

The most common cause is that the ribbon contact drum under the steering wheel is faulty and has a broken filament. The part is called the "clock spring contact drum"
