I had the same problem. Turned out that the glove box light cover fell of and fell into the works of the door. To fix, open glove box door and push onto the sides so that it opens all of the way. look in the bottom track for obstruction (lamp cover). Remove obstruction and close glove box.
I fixed this in a 2010 Rav4 by lowering the glovebox all the way and finding that the cover to the cabin air filter had fallen off and was jamming the hinge of the glove box. To lower the glove box, pull the glove box side walls inward until the lock tabs clear the sides of the opening and you can rotate it all the way down. Clear whatever is jamming the hinge and rotate the glove box back into position. Be sure the hinge is pushed all the way forward onto the corresponding pin before closing the glove box, otherwise there will be misalignment. There is also a plastic air piston on the right side of the glove box assembly that damps the movement of the glove box. Be sure the piston assembly is secured into the two corresponding locking pins (one on the glove box, the other on the glove box opening) before closing the glove box.
Thanks so much; this is exactly what happened to my car, and with these posts I was able to troubleshoot and fix it!

SOURCE: The lower glove box on my 2009 Rav4 won't close.
I had the same problem with my 2009 RAV4 lower glove box. I removed the box by popping the top front right post and then the top left front post from theside housings by prying them free with my fingers. They pop out easily. I then let the box fall open and while holding it level to the floor, pulled forward, released the piston from the post on the right, and the glove compartment came out without tools. There was a plastic electrical box cover, which came loose behind the glove box, blocking it from closing. I snapped the cover plate back in place and then reversed the glove box removal process. It took a few minutes and I needed no tools.

SOURCE: van is leaking on the inside passanger front , under the glove bo
The drain that channels the condensation from the air conditioning system out onto the ground is most likely plugged, which backs it up onto the passenger side front floor. Clearing the drain should take care of it. Probably need to take it to someone who works on A/C or a dealer, relatively simple maintenance. If the moisture gets under the carpet, the musty smell will never leave, so take care of it promptly!

I asumes you mean the caben filter?
Open the glove box door and remove the items from the glove box.
Locate the two rubber stop knobs on the inside of the glove box. There is one stop knob on each side of the glove box.
Push the rubber stop knobs out to unhook the glove box. Lower the glove box completely to access the area behind it.
Remove the plastic filter cover by pressing the tab on the left part of the cover.
Pull out the first pollen filter, and then slide the other filter over to pull it out.
Install one filter (arrows facing down) and push it over to the right side of the filter compartment, and then install the other filter.
Replace the filter cover, and then lift the glove box back into position. Replace the rubber stop knobs to reattach the glove box.
