How do i get my 2009 mitsubishi out of park, it is stuck

Check the fuses.

pawl stuck in the notches of the gear in the transmission
costly move as it is not designed to act as a brake
you will need to see if the park assembly can be removed from the outside . if not it is a transmission out for repairs

If the engine has started, the safety interlock is bad. (an electrical interlock. Or the linkages to the shift lever are bad, or the bushings on the linkage, or even problems with the shift lever pivot.

is the indicator in the park position really in park ? was the replacement cylinder installed properly? could it be hanging up on locking in steering collum .? try moving steering wheel hard left and right while trying it remove key.

the shifter wont move, or moves to park but park does not work?
try to be clear.
are you on flat ground?
are you against a curb
did you wiggle the steering and turn the key and wiggle the shifter to park? at once.

there is thing called park lock out but works moving from P/N to gears active, R/D/L. usually going to N/P is no problem. unless cables are rusty.

Make sure car is in park or neutral with parking brake set and try again.

This indicates that the transmission has failed.

if it keeps blowing the fuse you have a short in the wiring
