Fan will not operate with normal controls however when jumped direct from accessory outlet it operates fine, resistor was replaced by known good one, relay was replaced along with fuse. any ideas on what to check next and how these steps point to the only solution being climate control module on dash or is the ECM the issue, the rear blower works fine.

on the front passenger side under the dash after you remove some plastic pieces you will find a wire connector it will go to what looks like ducting for the heater/ac. Remove the two bolts holding the connector in there, and there is your issue, it will look like something that came out of an old radio or something, looks like it has springs and such inside it, and has a cage going around it. This is your issue. Inside there you can see a small resistor if you have the talent you could just replace this resister, or just go to a junk yard or to your local Dealer and get another one.

Usally when a blower motor resistor goes bad the fan still runs on high. The resistor lowers the voltage going to the fan to make it run slower. The high setting usually goes straight thru. Resistors are usually easy to get to, under good on the firewall or under dash passenger side. Cost about $24 at parts store. Replace with new if that doesn't work return it.

Yes it does look like a Climate Control Module mode actuator problem. dismantle the climate control and check mode actuator are operating when juice is given to their terminals.
