Are you getting the ignition activated voltage to the relay? If you are, and you can jump across the relay to turn on the pump, I would say your relay is defective. If you know the relay pins for the ignition input and ground, you should be able to test it outside its plug in socket. You should hear it click when +12V and ground are applied to the proper pins/connectors for the ignition voltage. An ohm meter could be put across the supply +12V and fuel pump pins/connectors to really check the operation. If you think your relay is good. I would start checking for a bad +12V connection for your ignition supply, as well as the +12V that is switched through the relay. And the grounds to all. Use some contact cleaner on relay pins and socket. Ignition switch contacts can cause issues too. If it stays broke at least it should be easier to find than something that is intermittent. Based on what you stated, most of your troubleshooting should be at the relay socket (knowing which connectors do what) to isolate the issue to the relay, your ignition voltage, or your fuel pump voltage. After that it is knowing which step to take next.
Thanx Rick for responding to my issue. I had a similar issue about 4 months ago. A month prior I replaced the fuel pump & filter along with all tune-up parts after I bought the van because it only had 66K miles and wanted to do some prevent maintenance. Then a month later it just died. After asking around, I was lead to the relay. I replaced the relay and it didn't fix it. Put another fuel pump in & nothing. It came to taking the relay harness apart and the spade connectors were coated with the tar substance they use to seal it with. Cleaned it and it worked. No problems since until two days ago when I put a cooling system flush in, ran it for proper time, pulled it into my garage, drained the system, put plain water in to finish flush, went to start it about a half an hour after I shut it off and wouldn't start. I checked the coil for spark(ok)pulled plug(spark)pulled fuel filter & blew it out, took fuel lines off carb(no pressure)poured a little gas in carb(fired up)went & bought new relay(nothing changed)all related fuses were ok, tested relay wires(only power to double orange ignition wires but not to green fuel pump voltage. Jumped ignition wire to brownish pump wire and the pump worked, but not hooked to relays. I even took the black contact terminal block apart that is on the firewall by ac unit and cleaned all the contacts. I am not that knowledged on the vehicles wire schematics but tried to use common sense deduction reasoning and came to the conclusion that the fuel pump power is the issue I think but don't know how to solve that problem. Sorry for the long babble but it is flueky situation and wanted to try to explain the history with this issue. THANX
