Go to a shop like Advanced Auto or O Rielly Auto Parts. They will rent you a Chrysler Balancer Puller for about 80 bucks which you get back in full when you return the puller within 48 hours. Loosen the bolt in the balancer, but do not completely remove it. Put the puller on with the center shaft against the head of the balancer bolt and use it to pull the balancer.

Take everything in front of it off.  Use a long breaker bar and socket, 1/2" drive, 3/4" if you have one.  Put the socket on the nut and the bar across to a piece of the frame.  BUMP the starter.  DO NOT CRANK IT.  This will break the nut loose.

I was driving and my car made a loud noise that sounded like air being released and then my car died what can it be

hate that when it happens, Blown motors are'nt nice. The most common reason is the timing belt broke now you crank it to start and it sounds like it's turning free. ( no put- put from the exhaust ) This engine can do some very bad things when the belt breaks and one of them is the engines valves can hit the pistons and bend or break and then it's major head off repair and if the mileage is high and the wear and tear is high then it's not worth fixing. Your mechanic may be able to tell with out putting on a new belt the the engines blown as the car isn't worth putting more than what you can buy another one for into it. Like I said if the rest of the car is real good, with no other problems. Find one that's not blown to buy then make your deal to get it fixed. Then if needed just Buy the other car. Blown neon motors fail again easy after their fixed mainly other high mileage problems. It's done !!

I cant find my crank sensor

The 3.0 doesn't have a crank sensor. It has a pick-up in the distributor for crank reference. But this wouldn't keep the engine from cranking. Is the old belt wrapped up around the harmonic balancer causing it to lock up?

Fan belts

the dodge neon doesnt have any fan belts. It does have a v belt that drives the air conditioner and power steering. Their is also a surpenteen that drives the generator. its best to replace both at the same time. the best way to do that is jack up the car and remove the passenger tire. remove the cover with a 10mm socket should be 3 of them. cut the old ones off. when you put the new ones on use a socket to rotate the harmonic balancer to help put the new surpenteen belt on. then do the same with the v-belt. this way you dont have to loosen anything or tighten anything. just becarefull not to damage the belt while installing.
