If your cruise and radio has controls in the steering wheel, this is where I would look first. It is the only place the two things have in common. Check your warranty and recalls.

03 Escape radio volume raises by itself. What could be the problem ?

Assuming your truck has cruise control, this has been a common thing with these vehicles. The radio's volume is designed to increase if the vehicle's Body Control Module sensed that:
-you rolled a window down
-you accelerated
Ford's recommended repair is to reprogram the BCM. Runs about $90-120 at most dealers.

Radio volume goes up and down when its on a low volume not on high

Check the dealer and see if your radio automatically adjust to your speed. Some radios were built to raise the volume when driving at higher speeds and when you get in slow traffic or when you stop it would automatically adjust down the volume. You can also go to a Radio Shack and get a spray cleaner for electrical parts and pull the volume knob off of your radio and spray the volume control and turn it rapidly to remove any hidden dirt on that volume control.
