Pam, was the fuel filter replaced at the same time that the fuel pump was replaced? If not, replace the fuel filter. Often, the filter will get clogged with debris. When that happens, the fuel pump will be ruined. Replacing the pump without replacing the fuel filter can ruin the new pump. It is also possible that your new fuel pump is defective. Now that most replacement parts are made in China and the third world, there is virtually NO quality control. I'm a professional mechanic and defective brand new parts are a BIG problem in this industry. Was the fuel pump relay replaced when the new fuel pump was installed? Always install a new relay, as a failing [your old] fuel pump will often damage the relay. This will cause problems with the new fuel pump. I would advise that you install a fuel pressure test gauge to the engine. This will allow you verify whether or not the engine is receiving enough fuel pressure. If the pump works but the pressure is low, also check the fuel pressure regulator. The web links below should help you.

FYI, there is also a "sock" style pre-filter on the fuel pump. This also needs to be replaced any time that you replace the fuel pump.

Fuel pump relay sound bad. Under the hood in the fuse box is the location of the relay. Look under the cover for the diagram to locate it faster. Hope this helps. Please keep me posted. Good luck

Fuel injected or carb? Make sure fuel line itself is clear. Some pumps are designed to self regulate (carb systems) some continually pump and a psi regulator sends back the excess fuel back to the tank (fuel inj systems) If the line is obstructed then pump can't deliver fuel fulltime.
If you think pump is not on consistent, try running a dedicated wire through a switch directly to the pump. If it works then you are looking for an electrical fault going to pump. Good luck.
