The speed senser on my 91 2.2 is under the car almost directly behind the oil drain plug on the upper side of the axle housing it has an electrical plug no cable it's held on with 1 bolt remove that and it pulls up pretty easy to expose nylon drive gear.hope that helps
I would suggest you change out the fuel filter and then try it, if that doesn't change anything then pressure test the fuel pump to see if it is putting out the correct pressure, low fuel pressure causes this type of symptom
You'd probably have to get a reprogrammed or chipped engine computer. Removing the rev limiter though is a sure fire way to destroy your engine. Even Ferraris and Porches have rev limiters.
