The widows work of one circuit breaker( Silver in color and about 1 inch X 1/4 inch). Rare for them to bad, but they do. Swap it with another if you have one. Or pull it and put a fuse in the slot. If they work replace the breaker. The fuse won't last long. After that is wire chasing.

some european cars burns abs fuses when the electrical system dont have the optimal voltage (at least 12.5 v). check chargin system or battery connections

First, jump 12 volts to the horn leads with the relay wire harness unplugged from the horn.
If the horn blows, the relay is probably faulty -- (the relay can be energizing [clicking] but not making electrical contact).
If the horn doesn't blow when jumped with 12 volts, make sure the electrical contacts are clean -- try again.
If horn still doesn't blow, the horn is faulty.

the fuse panel for the windows is located behind the large glove compartment. simply depress the slide on the right side & pull the left side toward the middle
