Changed steering column with another one , everything comes on but wont start.

Did you put the original anti-theft module on the new steering column ? Does yours have steering column mounted ignition switch ? Vehicles with steering column mounted ignition switches have the exciter integral with the theft deterrent control module (VTD) which is located within the steering column.

Volvo s60 rear brake lights stay on all the time any answers please.

There is a switch located above the brake pedal, this switch can be adjusted. It can be hard to see, climb under the dash, and look up towards the steering column, check the switch for proper operation.

Access fuse box.  I need to replace the cigarette lighter fuse on a 2004 vovlo v40 station wagon.  Do I need to remove the panel under the steering wheel? Is there more to it?  thanks!!

Open the drivers side door and there is a small plastic panel at the end of the dash. It has a little finger hole and some are a little tight. You should find the fuse box, diagram, fuse puller and extra fuses. If you have a back lighter, that fuse is in the back near the drivers side tail lights. You find it when you take the panel off to change rear bulbs. I think they have a separate fuse for everything.

2004 SATURN ION POWER STEERING COLUMN

The C0474 code refers to a steering angle sensor located at or near the base of the steering column. Check where the steering column goes through the front of dash and verify the connector is fully seated and locked.
The sensor gets its voltage from the ABS module.
Let me know if it is clean, locked and seated. Make sure there are no pushed out or bent terminals on the connector.
Check this first and we can go from there.
regards,
