Have aclose look around the battery for another wire. Most cars have 1 large and up to 2 smaller wires connected to the positive terminal. 1 may have not been reconnected.
Have the battery tested if no good replace. Check for power at the starter cable and then while someone holds the key in the crank position check for power at the trigger wire of the starter. If you have power but no crank or click then you may have a bid starter or the engine is seized. If no power on the tarter little wire which comes from the ignition switch make sure you fuses and relay is good and that your ignition switch is working. If the battery tests good have your alternator checked as well.
The alternator needs power from the battery to energise the rotor, so without the dash lights the alternator is not charging. Check for a fuse link near the battery. Get the dash lights on and the charging fault will clear. Sorry I can't be more specific as to the dash problem.
Did you get the key switch checked out ? The dash indicator lights have to be on for the engine to start. So you are not getting power to the dash lights, and probably not to the computer or ignition coil either.
There is no "KILL" switch. something isnt hooked up correctly. or a relay is bad/ fuse? I hope the starter wasnt replaced for no reason? Be sure IGN A fuse is good,(under hood fuse box) CRANK fuse, (in dash fuse panel), STARTER RELAY (in under hood fuse box) , battery good? connections tight? shifter in PARK?
Did you find out a solution to your problem? I have a 1996 trooper that is showing most of the same symptoms that you have. I'm curious as to your fix. Was it simply a bad ground?
