If the tensioner is not keeping the drive belt tight then, yes, it can effect your power steering. It can also affect the other belt driven devices such as the alternator or the A/C. Just change it if it's bad because it will leave you stuck! Changing the belt too is a grand idea.
If the belt came off/broken you will have no power steering. If the fluid is low/empty you will have no power steering.
