Obd1 toyota should be a diagnostic connector in engine compartment short the terminals indicated on the sticker under the hood and then count the blinks of the check engine light this is done with the key in the on position engine not running for example code 13 would have one long blink followed by three short ones you can also use a scan tool with the right adapter
you can use a standard scanner with a adapter or you need a paperclip. You find the diag connector under the driver dash board. If you put the paper clip from A to B and turn the ignotion on (dont start the car) and watch the check engine light. The light will blink a code three times and then move to the next code if there is any. It will blink like so for example if the code is 12 it will blink once pause then blink twice and repeat three times. It will then display any other codes. Remember that it will show each code three times before moving to the next code. You can research the codes online, at any autozone or post them here and I will tell you what the meanings are and try to give you a course of action to follow.
The 95 Caravan is great for giving you trouble codes. However they are two digit codes. There should be a blink sequence followed by a short pause then another blink sequence (example 2 blinks, short pause, 3 blinks... Then 5 blinks, pause, 5 blinks which means no more codes. Turn key from off to run three times and leave in run and watch check engine light to count blinks. Disconnecting negative terminal on battery for 30 seconds clears codes.
There is a diagnostic box under the hood on the passenger side. Its small and it has diagnostics written on the lid. Open the lid and look at the bottom of the lid. Find the two junctions that are labled Tc and E1. Add a jumper wire in between the two ports and look at the check engine light. Count how many times it blinks. Example, in order to get a code 31 the light will blink three times, short pause and then blink once. there will be a little bit longer of a pause between codes and a very long pause after all codes are done. Then you have your codes to try to find out what the problem is. After that you can go to the fuse box under the hood and locate the EFI fuse. Remove the fuse for about 30 seconds and install it back in. This will eliminate the check engine light.
If you want to do it by yourself, I strongly recommend you to buy a manual book because there is a built-in self dianostic Check Engine light codes. And how to do it, just insert the key into the ignition and do it three times, Turn On and Off the switch but don't start the engine, and you will see the check engine blinking. Count the blink and start with 1-2 blinks, the next blink is to tells you where is the problem and it will end to 5-5 blinks.(BLINK is the CODE) and you could check in the book. If you know somebody has an OBDII Scan/Diag.,thats will be easy. ok
PROCEDURE When the Check Engine warning light has been reported on, turn the ignition on, pull down the passenger's side carpet from under the dashboard and observe the LED on the top of the ECU. The LED indicates a system failure code by blinking frequency. The ECU LED can indicate any number of simultaneous component problems by blinking separate codes, one after another. Problem codes 1 through 9 are indicated by individual short blinks. Problem codes 10 through 43 are indicated by a series of long and short blinks. One long blink equals 10 short blinks. Add the long and short blinks together to determine the problem code.

Check under your glove compartment and see if there is 2 blue electrical terminals. unplug them and link them with a paperclip. Your check engine light should start blinking. Count the blinks, making sure they all blink at the same rate. Some blink long, others short. Its like morse code. Then google the engine codes. It should give you the problem without spending the 100 bucks at a shop.
