If you buy a new power steering pump, it usually comes with a nut, bolt and washer to install the pulley. The removal tool can be purchased and possibly rented at any parte store

If you need more details about youe Jeep ZJ Grand Cherokee, can check this documents about Repair Manual: Grand Cherokee 1993-1998 FSM

To get out, it's easy and doesn't require a prybar.
  • Get a 14mm or 9/16" socket and a long handled ratchet or breaker bar.
  • Get the belt around all the pulleys except the A/C compressor or Alternator.
  • The tensioner pulley is near the Alternator toward the center of the engine. It's on a spring loaded arm. Get your socket on the center nut of this pulley.
  • Slowly pull the ratchet toward the center of the engine. The pulley will pivot on the arm allowing you to get the belt on the final pulley.
  • Slowly release the tension.
  • You're done

1998 Jeep Grand Cherokee Power Steering Pump/Pulley/Belt

I see this is a two part question...
In replacing the alternator, there is no reason at all to be messing with the pulley on the power steering. That pulley is pressed on and though you could remove it with a puller it is far more difficult to re-install without the proper tools. (it is not hammered on). Power steering pulleys don't just fall off. They are so tightly pressed onto the shaft that they don't even require a retaining bolt to hold them on.
Without the benefit of being able to examine it myself, I'd have to guess that either you originally had a mis-match of pulley to pulley shaft and the pulley was sliding on the shaft (so remote a concept that you may be hit by a meteorite if you buy that) Or someone removed it for an unknown reason and did not properly re-install it.

The power steering pump bolts all seem to have vibrated out, the unit came free and i can just move it around, the pulley moves freely, everything else seems to work ok

I don't have chrysler producs. I'll post 3.8L V6 Ford Windstar for reference. You'll get some idea.
