Most likely the clock spring in your steering column. This allows current to pass through for the air bag, horn, and sometimes cruise control and on wheel sound system controls, while the steering wheel is turned. It's easy enough to change, but you MUST follow the directions in the manual, as accidental airbag deployment can certainly be fatal. If you don't have access to a steering wheel puller, and are not entirely comfortable with the suplemental inflatable restraint system, leave it to a pro.
the Relay Horn may be bad. the horn is located behind the drivers side headlight underneath the windsheild washer resevoir. You get to it by removing the plasic shield inside the fender around the tire. for 96 dodge neon.
At first guess I'd say you have a bad "clock spring", it's inside the steering column and it feeds the electrical signals up to the controls in the steering wheel. Your air bags won't work, your horn, or your cruise control. Anything that's in the steering wheel. It will have to be replaced. You can check with Dodge but I think there was a recall on them but I also think there is a time and mileage contraint.
Air bag light on ? Have the vehicle checked for DTC'S - diagnostic trouble code's in the air bag control module . That's the way to find out what the problem is . Suggest you take it to a qualified repair shop.
is the air bag light on? is the cruise control working? if not you most likely have a bad clockspring. hope this helps. if this is not the case check power and ground at the horn. and check fuses and relays also.
in the stering colum behind the stering its call a clock its defectif everything that in the stering wheel goes truth that clock even if you have a cruise control its probably dont work for sure its that all those caravan have that problem hope its a fixya for you and me thanks pierre p.s if you do ourself dont forget to disconnect the battery for the air bag wont deployed
