I had this same problem. I turned off my car and the brake lights stayed on. I looked under the dash and found that the brake pedal, when not pressed, barely touched the brake light switch, which controls whether the brake lights are on or off. Initially though I just wedge a thin piece of adhesive foam between the pedal and switch, which worked fine for several months until I found the time to properly fix it.
My brake light switch was adjustable so i eventually adjusted the nuts on each side of the brake switch holding it to the pedal bracket so that the brake pedal pushed in the white brake light switch when released. Hope this helps!

Underneath the brake pedal arm is a small switch with a plunger. when you press the pedal down it moves the plunger in and engages the brake lights. when you let off it's supposed to pop back out (turning the lights back off). Possible it is getting stuck in the down position and could need to be replaced. very easy to install and only about an 8 dollar fix.
