Ash trays are normally held in by the part where you ash the cigarette pull the tray out then press that section down and continue pulling the tray out.

Hi...i have a 99 Sable..my heat temp only stays on 90...even if the controller is set at 65...the temp always is 90... how do i remove the dashboard to get to the heater/ac controls???
The cheapest one you will find will be in a salvage yard. Just go to your local salvage yard and ask for an ash tray for your 2002 Mercury Sable. They should have plenty and even in the correct color.
did you purchase a new speed sensor yet,so you know exactly what your trying to remove, there should be one bolt holding it in if you can try turning it each direction and spraying it with wd40.
