Some codes are HARD codes & some SOFT codes. The hard code are stored in the computer memory because "something was wrong and is wrong." A soft code is when an issue happened but vanishes.Sounds like you might have something soft. You'll need that scanner hooked up when that light comes on to check the specs of the car.
SOURCE: Broken belt tensioner on 1999 Saturn SL1
I replaced the tensioner on my 91 and my 94 as they were bad. The same part fits the 99, though I have yet to replace the one on my 99, so I assume it has two bolts as well. If you have high speed access go to youtube and search saturn tensioner. Some guy has a video on there showing it being done lickety split with an air ratchet. While you most likely do not have air tools, at least that will show you where the two bolts are located if you cannot find them. You back out the bolts, pull out the tensioner, put the new one in and replace the bolts, tighten firmly. You have to have the plastic access panel behind the right front wheel removed to get at the bolts and to put the belt back on. Hey while you are in there you may want to replace the right side motor mount which is right in front of you. The one on the other side is under the battery box, your car may run a bit smoother with both of them replaced as the rubber grommets tend to wear out. These two keep the motor from yawing back and forth in the engine compartment. There are another two mounts which take a bit more skill to replace.

Hello:
NAPA sells the replacement bushing ($20) better than Saturns $200 to replace both cables.
Good luck
SOURCE: The shifter/transmission on my manual 5 spd 1999 Saturn SL1
This just happen to me a few weeks ago. If you take out the center piece in the car you should be able to see that the actual shifter is no longer connected to the rod which goes into the transmission. It is an easy problem to fix, however it is not cheap. I was told that you have to buy a complete new kit($250.00) for the shifter, however my dad gave me a different solution. He took some wire, and made a spider web type thing to keep it connected. On my car it was a small round plastic piece that broke, but I cannot remember what it was actually called. This little piece is not available through Saturn by itself, only through a complete kit. Please ask questions if this is not clear enough. Thanks :)
