wow fuel filter day, like the most common hunt here and on the internet, hunt hunt hunt day.
I just look myself, after all folks add them later, looking first never lies.
I will now look youra up in your service manual.

The fuel pump should be in the gas tank.

Only the 4 cyl engine models used a serviceable filter in 1998.
Last year for the V6 and V8 models was 1994.
Most vehicles built after 2003 do not use a fuel filter.
If it had a filter it would be in the fuel line under the truck.

The filter should have three hoses. There should be an arrow painted on the filter showing the direction of fuel flow.
And you should be able to blow in one end and the air come out the other if direction is correct.
The line to the pump should be on the end without the extra hose.

Should be under the cab along the frame rail.
You should be able to follow the fuel line and find it.

The fuel pump is located inside the gas tank. There is a fuel filter along the frame near the cab and box area. On top the back side of the engine is the fuel pressure sensor on injection rail assembly. There is a fuel pressure fitting to check pressure. I hope this helps.

its possible its an inline filter which would run across the chassis, or in the tank mounted with the fuel pump.

i'm assuming that you are talking about the firing order; for 1998 Dodge Dakota 2WD 2.5 liter L4 VIN "P"...

It is part of the fuel pump and you cant change just the filter you have to change the whole pump which costs about 200 dollars
