Hi. If the cruise control is not evident then chances are that your particular car does not have it. It was an option, and not standard equipment in the 05 Neon.
If you have the owner manual you can look there and it will tell you exactly where to look. Generally, the cruise control is operated on one of the levers around the steering wheel or with buttons on the wheel itself. If these things are not evident to you refer to paragraph one above. J.
There are 4 motor mounts on a Neon. You need a jack to support the bottom of the motor with a block of wood on it. 2 are easily replaceable, but there is one that goes to the middle of the front of the engine that is tricky, plus the transmission mount is accessed after removing several components, like the battery and tray. It may be better to have a professional take care of those "tricky" mounts.
First off, you should leave it closed. At least you can drive it that way. The grinding could be the motor itself, or a gear inside that has rounded or broken teeth. Another possibility is that it has slipped out of a channel or track. Unless you're pretty handy this sounds like a professional repair job.
