The fan fuse in the 99 Voyager is located in the
under-dash "Power Distribution Center" -
the fan fuse is #24 (40Amps - Orange).
How to replace a relay: pull the old one out, then correctly orient and insert the new one.
Its almost impossible to make an orientation mistake, since relays generally can only be
inserted one way (they're deliberately designed to be impossible to insert incorrectly).
Flashers are located either on the bottom of the fuse block or on a
module under the dashboard (instrument panel). They are replaced by
simply pulling them straight out. Note that the prongs are arranged in
such a way that the flasher must be properly oriented before attempting
to install it. Turn the flasher until the orientation of the prongs is
correct and simply push it firmly in until the prongs are fully engaged.
