There is a Fuse for the Wipers on the Box inside the Car. There actually could be one in the Relay Fuse Box under the Hood also. This box Shoud be on the Drivers Side up torwards the Firewall of the Car.

I know its not what anyone would want to here but sounds like a short. Best thing to do is first wiggle your key switch when the vehicle in in the on position then at the same time try to check to see if locks or windows are working. Then do the same in while the rig is running. If that dont work your ignition is fine and you need to take off door panels and check and wiggle all conections on window motors and lock motors and look for melted or burt wire or some that might have got hot. If all is good there you need to go to the back of the fuse box were the fuses to those items plug in and check there. As far as the service engine light goes either take it to the nearest Schucks or AutoZone and they will check it for free if not cycle the key on and off 3 times and on the 3rd time leave it in the on position look at your odometer light and it will flash a code remember that code and type Dodge then the code on yahoo search and it should tell you why your light is on Hintz whay sensor is bad. Hope this helps.

could be a fuse , could be a motor ,or could be the central timer unit , your question was could it be a fuse? possibly!

It could be a battery or starter problem. Most auto parts places will test your battery for free. But since you cannot start the vehicle...you can also buy an inexpensive battery tester (bulb/ball float) to see if it is fully charged. Check each cell of the battery. Sometimes it is bad connections on the batteries. Take off and clean the battery post and connections with an inexpensive battery cleaner brush.
The starter has two components: The Solenoid and the Starter Motor. Two cylindrical shaped components. The small component is the solenoid, the larger is the starter.
To check the Starter you can short jump the Starter by bypassing the solenoid. With a helper trying to start, you can run a short medium gage insuated wire from the positive side (red) of the solenoid to the body of the starter. If this starts the Van then the solenoid is bad and the entire Starter must be replaced (about $70-remanufactured)
Let me know if this help or if you need any additional help.

The van is now about 13-14 years old, chances are that the switch has worn to a point that the finite metal particles are shorting it out causing it to be on all the time. Re and clean the switch contacts, you should be good to go. Please let me know how you make out. Good luck..
