Should fire be coming out carburator with the air disconected when im trying to start it
I fixed a couple valve lifters and ive doubled checked all my bolts torquing them properly ive given it a full tune up including cell and oil sending switch it turns over im getting spark but wont start

Well you don't have a carb, you have a throttle body and injectors.
But the answer is no you should not have any fire there.
Could be some plug wires mixed up, or the intake valves are not closing.
You can check the firing order for the plug wires and run a compression test to check the valves.

It sounds like it's not getting any fire ?????? Did you pull a plug wire or better yet pull the coil wire ti the dist. does it have spark ? Not fire spark !
Ive replaced the Sensoers/MAP, TEMPERATURE, AIR, & the DISTIBUTOR CAP & IGNITION COIL, WIRES, COIL & Im Still Not Getting FIRE!!
Sounds like you should have it towed to a qualified repair shop.
Probably they lifters are sticking causing timing and firing problems.... I had the same issues and after cleaning all the build up off the valve stems, lifters, and everything, put it back together with a new valve cover gasket it ran great.....
look at ur old lifters u may have a flat,burnt or bad spot on cam also check valves may be carboned, burnt or even slight bend and push rods same can be clogged ,bent etc,it does take a few to prime lifters- usually u can prime them before install with an oil can
From the info you provided, it seems like it is not getting constant supply of fuel. I think that don't have a carburator. It has a TBI(Throttle Body Injector. You should hear a faint humming noise at the back coming from within the fuel tank when you turn the key on. Thats the fuel pump. Your fuel pump may have gone out.
if timming marks were set correctly and it is single cam engine were lifters bleed out before assembly? it may not have any compression
may have to remove top rocker cover only and use lever to push down on rockers to there is clearance between cam
