I CAN TURN THE CAR OFF BUT DASH LIGHTS REMAIN ON
The steering is locked as the key is removed so it is clear quite a lot happens as the key is being removed. The inside of the steering lock is fairly complex and it would seem one of two things is happening or not happening; either the mechanism that releases the pawl that locks the steering is jammed or something has broken inside the lock preventing the steering lock being turned fully anti-clockwise into the position where the key can be withdrawn. In either case it is likely the only cure is the replacement of the lock assembly, lock barrel and key.
Removing the steering column shroud and tapping the lock body while working the key could temporarily release it but it is unlikely.
