I'm browsing stuff with my dad and just noticed your question. Coincidentally, my 83's clutch linkage's bracket just broke the other day. It was the pin on the RH side that sheared right off. (The one that bolts to the engine/bell housing...) After digging around in some wrecking yards in the mud and rain, I went online and found something that could work at LMCTRUCK.com or at BRONCOGRAVEYARD.com... However I just thought I'd try the local FORD parts dealer in Olympia, and although the 25+ year old part has been discontinued, he said according to his computer there were a few sitting on a shelf on the east coast. Governor may be stuck. a solenoid may be stuck open, or stuck closed, or the transmission throttle cable has come undone at one end or the other or has come loose at the ajustment point.
Is the fluid level correct? Is the tranmission fluid correct? (foaming issue) Does the fluid smell burned significantly?
Will it shift if you let up on the accelerator for an instant and then step on it again? If it will shift while doing that, add some seal conditioner as you have a leaking servo seal or clutch apply seal. If that does not correct it after a period of time, the only real fix will be to pull the transmission and do a rebuild.

No idea i am a europeon mechanic whos never seen this car except on the TV perhaps so please try a direct question to emmisionwiz as hes a american ford dealer mechanic and will know what to look for all i can suggest is to follow your nose and and have a good look as it may be just a loose clamp on the cable or if your unlucky its a outer cable sheaf come adrtift from a connection on the end of the cable so the clamp is holding the end but the outer sheaf is adrift anything more i wouldnt know without my head under the bonnet and kicking it up the exhaust pipe
