THERE IS A COUNTER WEIGHT INSIDE OF THE RETRACTOR THAT IS CAUSING YOUR PROBLEM. UNFORTUNATELY YOU WILL NOT BE ABLE TO FIX IT, UNLESS OF COURSE THERE IS SOMETHING STUCK INSIDE OF THE RETRACTOR.

depending on what year truck it is, there is a 40-60amp maxi fuse in the underhood fuse block that can also blow, the harnesses get stuck on the backside of the seat tracks and blow the underhood fuses.

Unfortunately if you take this to a shop they can get into alot of trouble doing this for you. Some are controlled by the body control module and others are just simple circuits. Look at you seat belt female end and look for a harness that goes to it. If it's just 2 wires connect those two wires together to trick the system! You should always wear your seatbelt by the way.
