Many vehicles employ bulbs with one and two filaments. Single filament bulbs are used for reverse lights, marker light, etc. Two filament bulbs have a heavier or thicker filament that produces a brighter light - typically for brakes or turn signal and a lighter or thinner filament that produces a dimmer light - ideal for "parking lights" (or other "always on" light). Chances are that the lamp that is lacking a parking light has a thin filament that has simply burned out. Any auto parts store should have a book or someone that can tell you the lamp you need based of your vehicle year, make and model.
