My Toyota is not starting and battery is charged and tracker light is on,what is the problem

Sounds like a bad connection or a bad battery cable. Are the battery cables clean and tight on both ends ?
Yes the engine should crank if the battery is charged no matter what condition the alternator is in.

Reset the computer, remove both battery cables, and hold them together, without touching the battery, for 30 seconds, then reconnect the battery. Drive normal the next 10 or do miles. May improve the issue.

sounds like the alternator has quit charging,,try a jump start and check voltage at the battery after it starts (cables off)
(If it dies after the cables are unhooked ,the alt. is bad.)

check vehicle battery connections for obvious corrosion. If none is present, use another vehicle and battery jumper cables-properly hooked up, and with 2nd vehicle idling, try cranking Toyota. If not immediately starting, give it a few minutes to charge toyota battery, and then try again. A fully drained battery will require several minutes charge from second vehicles charging system to sufficiently charge drained battery.

If the lights drain the battery when the engine is running, then you have a bigger problem of the alternator not charging, not working. When the engine is running, the alternator supplies all the current to run the car's electrical systems, while also charging up the battery for the next start-up. If you know the alternator is good, then maybe a fuse or fusible link has blown, preventing the alternator from working. To check, put a voltmeter on the battery with engine running-it should show over 13.5 volts if the charging system is working. If the alternator is not putting out, the voltmeter will read same voltage on the battery as when the engine is not running. A fully charged battery should show "around" 12.6 volts. A discharged battery will show less than 12 volts. That should give you an idea of the range to look for on a voltmeter. I believe some parts stores will check the voltage for free. I know most stores will test the alternator and battery for free if brought into the store, but you need the voltage read while on the car and engine running. If the system is charging normally and the lights kill everything, you may have a short in the lighting system.

Start with the cheapest solution first and work your way up. Start with checking the charging system fuses. Next check to see that your battery is still good, and clean the battery terminals and clamps. Most likely, the probelm is with the alternator. Your local auto parts store can usually test it for you. I would recommend pulling it from the vehicle and taking it in, rather than driving the vehicle since it may leave you stranded...

The first and most obvious thing would be the battery cable connections. By the sound of the problems you are having, they must be just not making good connection to the battery. Clean them up good, and make sure they are tight, and it should go.

Did it blow a fuse for the ignition switch?

Even though the lights work, the battery may still be just short on power to turn the motor over thus the clicking. Try charging the battery or jumping, if you still get a clicking it would be the starter solenoid. Considering the year you may just want to replace the whole starter.
