Normal Operation
The audio unit receives voltage at all times through circuit 29-MD15 (OG/BK), voltage in RUN/ACC through circuit 75-MD15 (YE/GN), and ground through circuit 91-MD15 (BK/GN). The audio unit is operational with the key in RUN or ACC.

Can you pull the radio out , to check power and grounds at the radio connector's if fuse's are Ok .
have you checked the fuse at the back of the radio ? If ok and has power to the radio then check the earth is ok, and the ignition on power is ok , if all these are ok then the fault lies within the radio
Have you checked the connection under the air bag on the steering wheel but you must remember to disconnect the battery leads then leave the car for 30 minutes for the air bag to discharge before doing that I would pull the radio out from the dashboard and check all the multi plugs on the back of it first there are normally a fuse for multifunctional steering wheel control just check make sure you tested the right fuse

you don't mention the year of the vehicle, however, must modern vehicles have an anti-theft / tamper with their radios etc. Removing the battery drops the code in the memory of the radio and it will not operate when the power is restored.
Check your vehicle's doc's for the info on how to re-code the radio.

if you dont get even a pop or crack when turned on at first, check the radios memory on the read-out on the radio face and see if its on mute setting, and if this is not the case, there are 2 fuses,one controls memory power and the other controls audio output power, check both as if one fuse is out the other cant make the radio operate properly
