These two problems are not usually related. You have seperate relays for each. You would need to check for power to the fuel pump and if it is present and the pump is not powering up then the fuel pump is probably bad. If it is not receiving power to the pump check the wiring and the relay.

No power to fuel pump relay

There is an emergency fuel pump safety shutoff in case of an accident that will automatically shut fuel pump off so fuel does not keep pumping out at the scene of a crash. The reset button is usually in the trunk depending on what vehicle you have. Your manual will identify location for you.

No fuel getting to engine

Check to make sure you have power going to the fuses (with a test light) for these items, it sounds to me like you may have a blown fusible link or damaged wireing going to the fuse panel.

Fuel pump or relays in motor

get in the truck roll up all windows and make it as quite as possible. turn the key to the on possition without cranking engine and lisen for a buzz sound that last 2 to 3 seconds, if you dont hear this then the fuel pump is not working. change the fuel pump relay if this dont work change the fuel pump.
