If your saying the blower motor doesn't work, turn on the hvac and check voltage and ground at the blower motor connector. Go from there.
Can you check for applicable hvac trouble codes? Some of the national brand auto stores will check codes for free, if there are any.
At the applicable fuses, you need to check fuse circuit for voltage. Even if fuse is good, if no voltage on the fuse circuit, the circuit is still dead. Use a testlight to check voltage.

No power to heat control or blower motor

R u sure u tested it correctly? There will be a 30 amp fuse usually associated with the blower motor however u need to look at the motor connections with a meter set to ac. These newer cars use a pwm type drive which is a pulsating dc voltage similiar to ac and should vary in amplitude as u turn ur control for speed. If u have that then ur motor is bad and has to be replaced.

Blower fan only works on high

If it is working at all then the relay and fuse is good and the problem is either the little vacuum hose on the back of the control switch panel or the panel itself.
