The switch could be bad or the windshield wiper / washer module . Do you own a DVOM - digital volt ohm meter ? Do you know how to do automotive electrical trouble shooting ? There are a few good videos on youtube on basic electrical trouble shooting an how to read wiring diagrams . Go to

The windshield wiper/washer system consists of a permanent-magnet depressed-park wiper motor assembly, a wiper transmission assembly, wiper arm and blade assemblies, a washer pump mounted on a washer solvent container, and a wiper/washer switch assembly.
The wiper/washer system is a pulse (delay) type. Pulse timing and demand wash functions are controlled electronically.
Wiper/Washer System Description (Rainsense)
The windshield wiper/washer system consists of a Rainsense module, a permanent-magnet, depressed-park wiper motor assembly, a wiper transmission, wiper arm and blade assemblies, a washer pump mounted on a washer solvent reservoir, and a wiper/washer switch assembly.
The wiper/washer system is a rain sensing type. Rainsense functions are controlled electronically.

Was the Wiper/Washer System Check performed?

Inspect the WIPERS fuse A9 for an open.
Is the fuse open?
--
YES - Go to Step 3
NO - Go to Step 4

Replace the WIPERS fuse.
Is the replacement complete?
--
Go to Wiper/Washer System Check

Disconnect the wiper/washer switch connector C202.
Turn ignition switch ON.
Connect a test light from connector C202, terminal E5 to ground.
Is the test light on?
--
YES - Go to Step 16
NO - Go to Step 5

Connect a test light from Accessory Relay, terminal A1, to ground.
Is the test light on?
--
YES - Go to Step 6
NO - Go to Step 11

Connect a test light from Accessory Relay, terminal A3, to ground.
Is the test light on?
--
YES - Go to Step 7
NO - Go to Step 12

Connect a test light from Accessory Relay, terminal B1 to terminal A3.
Is the test light on?
--
YES - Go to Step 8
NO - Go to Step 15

Inspect CKT 143 for an open or poor connection between connector C202 and the Accessory Relay.
Was an open or poor connection found?
--
YES - Go to Step 9
NO - Go to Step 10

Repair the open or poor connection in CKT 143.
Is the repair complete?
--
Go to Wiper/Washer System Check
--

Replace the the Accessory Relay.
Is the replacement complete?
--
Go to Wiper/Washer System Check

Repair the open in CKT 1040 or the power feed circuit to the WIPERS fuse.
Is the repair complete?

Go to Wiper/Washer System Check

Inspect the ACC fuse C13 for an open.
